- DAILY USAGE
Clear the horizontal part of the dashboard, than stick the Velcro part holder of the OBU item to the horizontal part of the dashboard, under the windscreen. Fix the OBU item on the Velcro part with the LED lights up to help the OBU item having clear view to the sky. Do not fix the OBU item on the windscreen! Only the above written way is acceptable for proper use of the OBU item!
Please connect the OBU item to the cigar lighter (12V-24V) with the charger, which can be found at the box of the OBU item. The BLUE LED light continuous lighting indicates the charge of the battery, after it the OBU item turn on automatically. Please during your trip leave the OBU item on the charger. - TURN ON/OFF THE OBU ITEM
Turning on the OBU item is automatic, when you connect it to the cigar lighter. In other cases, if the OBU item is not connected to the cigar lighter, you may turn on and off the OBU item by pressing the Power button, a short beep and at the same time vibration will indicate it.
Attention! During charge/power supply of the OBU item you cannot switch it off. - BLUE LED – POWER SUPPLY INDICATOR
If the BLUE LED is lighting continuously, than the charging of the OBU device battery is under process.
If the BLUE LED is blinking fast, than the battery of the OBU device is low, the OBU device will turn off soon!
If the BLUE LED is not lighting than there is no battery charging!
If the power supply is not sufficient, please check the cable, the cable connection to the OBU device and to the cigar lighter (12V-24V). If any of the above signals happens during your journey, than the OBU device cannot report e-road toll.
Power supply is not sufficient than there is a 2 seconds beeping. By pressing any button on the OBU device, it will stop the voice warning signal. - VEHICLE CATEGORY SETTING
By continuously pressing the SOS button and also press the Telephone button together, by this the OBU item will indicate the actually set vehicle category. Please repeat pressing SOS button continuously and by pressing the Telephone button until you reach the desired category, which will be indicated with the number of beeps. To finalize the category setting, release pressing the SOS button. To check the actual category setting, please press the Telephone button. - VEHICLE CATEGORY INDICATOR
By pressing the Telephone button the number of beeps (2,3 or 4 beeps) will indicate the selected vehicle category.
2 beeps are for the heavy goods vehicle with a maximum total permissible weight over 3.5 tons and with 2 axles
3 beeps are for the heavy goods vehicle with a maximum total permissible weight over 3.5 tons and with 3 axles
4 beeps are for the heavy goods vehicle with a maximum total permissible weight over 3.5 tons and with 4 (or more) axles.
If the axle number of the vehicle has changed, please set the desired category to make sure that the correct e-road toll is reported. - USAGE ELIGIBILITY OF E-ROAD TOLL REPORTING
Until the GREEN LED is blinking, you cannot start your trip.
If the GREEN LED is blinking or not lighting at all during your trip, than the OBU device cannot report your road toll usage. In this case please pull over and try to avoid the problem of the OBU device. Please wait until the GREEN LED is lighting, in this case you may start your trip.
If the GREEN LED is blinking (1,2 or 3 blinks), please check if the OBU device is not covered, or it may not has a clear view to the sky. - GREEN LED – COMMUNICATION CONNECTION INDICATOR
- 3 short blinking and beeping: no GSM system and no GPS navigation
- 2 short blinking and beeping: no GSM system; 1 short blinking and beeping: no GPS navigation
- Continuous lighting: the OBU item is ready to use (there is GSM system connection and there is GPS signal)
- No lighting: the OBU item is turned off
- What are the necessary parameters for the registration we need to get from you?
For the registration you need a registration number (OBU ID), You can find this number on the General Conditions document inside the box of the unit. The registration number is 12 character code. If you bought the OBU device from Auto Securit Zrt, the code will start 905********* When the code starts with another number, please contact the Seller . - How can I registrate my OBU device?
You can register your unit on the HUGO official webpage www.hu-go.hu - Does the OBU device operate in other countries?
The OBU unit can operateonly in Hungary, we suggest you , when you leave Hungary, turn the device off. When you come back to Hungary , turn on the device before entering through the border and check the green LED. If you notice a failure (the green LED blinks) please call the Auto Securit Zrt staff to check your device. We suggest you to buy a route ticket until the device will be re-established to avoid the fine. - Can I use one OBU unit linked to more than one vehicle plate?
This is technically possible but we suggest to use one OBU related only to one vehicle! If you want to use one device linked more than to one vehicle you must remove the registration, and re-register the device on the HU-GO website in every vehicle change! - Can I set up the axle category during the registration?
During the registration process you can change category/axles on the internet (HU-GO) portal. If the registration is successful and you want change axles via OBU device (Declaration Operator), please call us. We must set up your device, after then you have to change bearing settings on the HU-GO website. You have to select on the website the option and link you will use the axle changing by Declaration Operator. IMPORTANT! The OBU unit has to be on, or otherwise the allowing commands will be not received! - I sold my vehicle. What should I do when I buy a new one?
If you sold your vehicle, you need to remove the related registration on the HU-GO portal. If you buy a new vehicle, you can re-register the old OBU unit with the parameters of the new vehicle on the HU-GO portal. - The blue LED twinks, what does it mean?
The blue led shows the battery status of the OBU. If the LED blinks, the battery is low, it is necessary to charge it. - The blue LED is constantly lights on the OBU, what does it mean?
The blue led shows the battery status of the OBU. If the LED is permanently light on that means the battery is charging. - The green LED blinks, what does it mean?
When the green LED blinks 1 time shortly it means there is no GPS navigation. If blinks 2 times shortly, it will be communication failure. If blinks 3 times shortly, it means there is no communication, neither navigation. If your device is not operating well please buy a route ticket to avoid fine. - The green LED is constantly lighting on the OBU, what does it mean?
If the LED permanently lights, your device is ready to use (it communicates, and navigates well). In any case, before you start driving , you must check the device if it is operating well. If you notice the OBU doesnt operate , please buy a route ticket. - How can I change the category via OBU?
Important! In case you want to change axles via OBU device, you must ask for authorization to staff of Auto Secuit Zrt. who will allow you this optionalmethod of the axle change. After that, you have to set up on the HU-GO website that you will change the axles by the OBU device.
How to change axles by the OBU:
Hold the SOS button, during press the Phone button. The device will give feedback by beep. Please repeat this until reach the correct axle. To apply the changes release the SOS button. With the Phone button you can check the actual category.
2 beep: 2 axles
3 beep: 3 axles
4 beep: 4 or more axles
- I would like to change the category but the OBU doesn’t beep when I press the SOS button. What should I do?
If your device dont beep when you try to change axles through the device , please contact the Auto Securit Zrt. staff and we suggest to buy route ticket until the failure exist. (We will check the unit version, if needed we will refresh it. ) - I lost my OBU. What can I do?
In case you lost the OBU unit please contact inmediatly the Auto Securit Zrt. staff, simultaneously remove your registration on the HU-GO portal to avoid misuse! Till the replacement of a new device it isnecessary to buy route ticket to avoid the fine. - My OBU unit doesnt operate. How can I replace it?
If you notice your OBU doesn’t work, call the Auto Securit staff immediately! You must buy route ticket until the device will be repaired or replaced to avoid fine. - Can you give us the instructions for the driver?
Answer: If the Obu device has a GPS error, our first instruction is to stop the vehicle and restart the device, please control the right position of the device.If the GPS error is still, than call the AutoSecurit call center and the technical department will check the software datas.If the GPS error is still, than the Obu device must be switch off and the road ticket must be purchased. - How much time does the customer / driver has to purchase the ticket after this notification?
The ticket must be purchased to continue the road.
It means:
a) driver should contact and inform the Company, who can purchase the ad-hoc ticket
b) driver must drive to the nearest point of sale of road ticket.
- How does the driver know where he was exactly at that time?
Answer: The driver can contact the AutoSecurit Call center, where the last report timing or position can be checked. - Can the driver purchase a route ticket through the HU-GO website?
Answer: Yes. Can be purchased electronically or personallyl. ( for example: NUSZ points, gas stations) - My account is out of money, what should I do?
During the registration you must create an account. It is important to have enough money in this account, which allowes you to pay and buy ticket for the use of the routes. If the account is out of money, you have to recharge or otherwise the usage of routes will be penalized. You must buy a route ticket as far as your account hasn’t recharged to avoid fine.





- OBLIGATION TO PAY E-ROAD TOLL
At the same time in the HU-GO system, the distance-based toll system, it is obligatory to pay for heavy goods vehicle with a maximum total permissible weight over 3.5 tons, towing vehicles (including fifth wheel coupling or semi-trailer truck) as well as such motor vehicles, which are towing any trailers or semi-trailers. These vehicles and long vehicles are categorized by their axle number:
- J2 is for the heavy goods vehicle with a maximum total permissible weight over 3.5 tons and with 2 axles
- J3 is for the heavy goods vehicle with a maximum total permissible weight over 3.5 tons and with 3 axles
- J4 is for the heavy goods vehicle with a maximum total permissible weight over 3.5 tons and with 4 (or more) axles
- INFORMATION ABOUT E-ROAD TOLL
From 1st July, 2013 it is mandatory to pay e-road toll in the territory of Hungary for the vehicles that’s maximum gross vehicle weight exceeds 3.5 tones. The distance-based toll system (DTS) contains a total of 6,513 km roads of the Hungarian public road network. E-road toll has to be paid on motorways, highways and main roads. The system is called HU-GO and it will comply with the European Union requirements and the directives of the European Electronic Toll Service (EETS). - OBLIGATION TO PAY E-ROAD TOLL IN CASE OF TOWED VEHICLES
In case of towed vehicles, 3 different types of permissions are possible:
- If a vehicle is transported/carried on the vehicle or on semi-trailer truck: The transport vehicle should be provided for road usage rights for the corresponding e-road toll fee category. The vehicle carried on the transport vehicle does not have to pay any e-road toll fee. (This carried vehicle considered as shipment/cargoes)
- If a vehicle is raised and towed by transport vehicles: number of axles the towing transport vehicles, which category fee have to be increased by the number of axles of towed vehicle, which is not lifted, that not lifted axle(s) is/are using the road network during the towing, since it is/they are reaching the road.
- If a vehicle is towing another vehicle with a tow bar: Both the transporter vehicle and the towed vehicle has to pay e-road toll
- EXEMPTION FROM E-ROAD PAYMENT
On the other hand in the HU-GO system, the distance-based toll system, it is not obligatory to pay for buses, agricultural towing vehicles and associated trailers, slow vehicles, motorcycles, cars or vehicles with a maximum total permissible weight below 3.5 tones, vehicles with residential superstructure (motor home), as well as if these vehicle are towing. These vehicles are belonging to the e-vignette payment system according to the 36/2007 (III.26.) GKM obligation. The HU-GO system does not apply on the Hungarian Defense Forces, the law enforcement bodies and NATO bodies’ vehicle that responsible for public roads, for those bodies’ vehicles who are responsible e-road toll collection and control tasks, civil protection and disaster recovery forces, transport authorities and the use of other entitled distinguishing marks bodies. - E-ROAD TOLL ROAD NETWORK MAP

- HOW TO REPORT E-TOLL
Reporting of e-toll can be done in two ways: one is with an installed or built-in on-board unit (OBU device) or by purchasing prepaid ticket. Registered clients, in case of prepayment mode, may create and top-up their own account(s) during registration. The e-toll fee will be automatically deducted from the balance of the account in the system, if the vehicle is using the OBU device for reporting or in case of planning the route and purchasing the prepaid ticket the fee is deducted from this account. The top-up of the balance of the account can be done at point of sale (credit card, fuel card, cash) or through the website by credit card. The top-up of the balance can be done by bank transfer as well. If you do not register to the HU-GO system through the website, you may be authorized only to purchase prepaid tickets. IMPORTANT: It is necessary to distinguish the client’s registration and on-board unit registration.

Users has to prepay their e-toll reporting and purchase prepaid ticket, which means that they during their registration they create an account ( at the HU-GO website, owned by the National Toll Payment Services PLC), during the pre-registration the account must be completed and topped-up, which covers the usage of e-toll road sections. In Hungary only the following audited e-toll declaration operators’ - Auto Securit plc was among the first – devices can report e-toll.
- PAYMENT SOLUTION
The e-toll can be paid in three ways - fleet management service providers or with OBU devices which are comply with the European Union requirements and the directives of the European Electronic Toll Service (EETS) (Act LXVII of 2013 on distance-based toll payable for the use of motorways, highways and main routes), or with prepaid route tickets, which can be paid in advance. Those registered companies who are using on-board unit to report e-toll has to prepay their road usage, which means that their current balance must be topped-up in advance. This balance will cover the use of e-tolls. This solution is more advantageous compared to the pre-purchased prepaid route ticket, it is convenient, it is simple from the point of view, and if there are changes in the route task it involves much less administrative tasks. If your vehicles often use the e-toll road sections in the territory of Hungary, and you cannot plan the routes and tasks in advance, and you are looking for a flexible solution, than using the on-board unit is the best solution for you. - TO WHOM WE RECOMMEND TO PURCHASE PREPAID ROUTE TICKET?
If you are not a regularly go through Hungary, but you know and plan your vehicle route in advance, from which the vehicle does not change and may not depart from, than purchasing prepaid route ticket is an ideal solution for you or your company.
If there is no on-board unit in the vehicle, then the only way to acquire the right to use the e-toll on roads is to the purchase prepaid route ticket. You may purchase prepaid route ticket after planning (containing at least one section of e-toll required section), than finalize your route to that specific vehicle. The purchases can be made online, at www.hu-go.hu website, or personally at the sales points. At the point of sale terminals are located where it is possible to plan routes as well. Prepaid route ticket must be purchased for up to 30 days in advance before the route is started, but at last before the start of the route. - CREATING BALANCE AT THE NATIONAL TOLL PAYMENT SERVICES PLC
Only registered customers can have balance, which is automatically created during registration. The vehicles can be organized into groups and overall statements available on request, so a customer can have more balance, with the following options:
One vehicle is belonging to one current balance. In this case only one vehicle use the balance, so the alarms will be received for each vehicle.
More than one vehicle is belonging to one current balance. The customer's records all his/her vehicles on one balance and he/she will receive overall statements. If the joint balance run out of money, than all your vehicles will lose its cover at once.
More than one vehicle is belonging to more than one current balance. In this case clients may arrange the vehicles into groups, so you can check your statements at a group level. - CURRENT BALANCE
Registered clients can top up their balances in person in the customer service offices and at the points of sale, as well as on the online customer service portal (www.hu-go.hu). The user immediately receives a message, if the transaction is successful. You can query your balance online or via phone but also have the possibility in person. In order to be able to top up your balance in time, the toll service provider regularly sends information to the user about the current state of the balance. The user is able to set an amount limit specified by him/her for his/her current balance, and when the balance reaching it than the system sends a notification automatically.
After 2 years from the date of the last top up of the balance than it is automatically terminate the individual contract, the unused amount of money on the balances are not willing to be refunded for contracted party.
- BASICS OF E-TOLL CALCULATION
The obligation for payment applies heavy goods vehicle exceeding 3.5 tons of maximum gross vehicle weight. The e-toll rate is determined in accordance with the requirements of the European Union (as per NFM decree 25/2013. (V. 31.) on the toll rate and toll roads), based on the road type, the vehicle category (J2, J3, J4) and the environmental (emission) classification. The e-toll rate depends on the length of the road sections covered and the vehicle parameters. The vehicles were divided into groups based on certain characteristics, and then these groups were requiring obligation for the assigned fees payment, depending on the length of sections of e-toll required roads. - VEHICLE CATEGORIES
Categories of vehicles and combinations of vehicles over 3.5 tons of maximum permitted gross vehicle weight classification is based on the number of axles:
- in J2 category the vehicles with two axles
- in J3 category the vehicles with three axles
- in J4 category the vehicles with four or more axles
The easiest way is probably to determine which categories the particular vehicles and combinations of vehicles are belong to, if we count the wheels (one side double wheel count as one) and dividing by two: this time we may obtained the number of axles, which we can easily categorize with help of the chart below.
Supplement: the folding axle is also counted, regardless of whether being in contact with the road or not. - ENVIRONMENTAL CLASSIFICATIONS
In proving e-road toll rate fees the environmental considerations were taken into account, since near to providing the vehicle category there is an additional fee or discount is given on the fee, based on the environmental classification. The best environmental category is the A or Euro III or better engine vehicles, the B category is the Euro II engine, and the worst is the C category which is the Euro I engine equipped vehicles. The law also allows, in some cases, to introduce periodic odds by day time, type of the day and depending on seasons. In addition, the basic rate may vary depending on the area covered by the road - for example the approach of the less developed areas will be cheaper, but during peak hours, but up to 5 hours a day the e-road toll rate fees can be more expensive. However, the amount of e-road toll rate fees may not exceed 175% of the average fee in any case. - E-TOLL CALCULATION
Of course for companies and for carriers it is important to know in advance exactly how much each transit will cost, since this is the way they can plan their budgets, then estimate and count their prices for clients. Although the calculation of the e-toll fee is possible at the built terminals, which can be found at the point of sales and certainly on the website of National Toll Payment Services PLC (NÚSZ Zrt.) which can be also helpful during the calculation of roads with the online calculators. The calculators help can be especially handy if you want to report e-toll with help of an on-board unit (OBU), so regular vehicles are reporting long distances on the e-toll road sections. In this case, e-toll reporting is paid from the prepaid account, it is based on the GPS information and the amount of payment is automatically deducted from the company account. So it can be a good idea not only to determine afterwards how much the e-toll will cost, but well in advance, so we can plan our company long-term spending.
- PENALTY PAYMENT
In every cases all vehicle owners has to purchase route ticket before vehicles begin road usage. On the e-road toll obligatory roads there is an extensive network of fixed and mobile control system functioning, thereby filtering out unauthorized road users is almost completely possible. National Toll Payment Services PLC (NÚSZ Zrt.) performs the audit and support activities, collects and processes data required for verification, but penalty payments, fining and official procedures are carried out by the National Police Department. Please note that in all roads which is liable to pay e-road toll as defined in the e-road toll egulation from 1st September, 2013 can be fined up to every 8 hours of no e-road toll payment of vehicles or because improper payment! - PUBLIC ADMINISTRATION PENALTY
The police are authorized to impose, the followings:
- on-site, when police stop the vehicle and may fine driver at the location. This may happen at the setup checkpoint at the border posts by the police and can be done from police control vehicles, which are settled for this purpose.
- without on-site stopping the vehicle, based on the principle of strict liability which is realized in fines against the registered vehicle owner / keeper in the vehicle registration system. This fine can be collected afterwards, even when the unauthorized road user will return to the country next time. - PENALTY ALARM SYSTEM
Thanks to the involvement of interest groups and in accordance with needs of carriers a penalty alarm function was introduced. The internationally unique function is intended to protect the good faith misleading carriers. The e-mail notification draws attention on if the control system detects any user settings which are incorrect, so users can check and correcting them if needed, and respectively if necessary, to top up balance to avoid successive penalties. It is important that due to the regulatory compliance the penalty alarm system does not change the order of the penalties.
The penalty alarm function is available for those who are registered users at the HU-GO system, regardless if they purchase pre-paid tickets or using on-board unit to fulfill e-road toll payment obligations. The penalty alarm function is inactive by default, so if registered users need it than they have to activate it on the website. - INFORMATION TO AVOID PENALTIES
If the company is reporting e-road toll via on-board unit (OBU), than companies have to pay attention on the data given in the HU-GO system are correct (license plate number, nationality and number of axles, environmental assessment), near to this vehicle drivers have to take care about the OBU device to be turned on and operate property, and top of this the e-road toll balance is toped up with required amount of money to report roads of vehicles.
Those who are buying pre-paid tickets it is important that they have to purchase their pre-paid ticket in advance before the start of the road to usage, which becomes valid after the payment. The purchased pre-paid tickets are valid only to one direction on a pre-planned route, which providing a one-way road user privileges. The penalty alarm service also contributes to certified e-road toll reporting to promote compliance with the law, to keep up the maintain competitiveness for the law-abiding transport companies.
